From 28 November to 1 December 1943 the “Big Three” (Stalin, Roosevelt and Churchill) met for the first time, in Tehran. They agreed that in spring 1944 the Allies would open a second front in France. A declaration on Iran’s sovereignty and independence was also adopted there.

Stalin stayed at the Soviet embassy, and Roosevelt accepted an invitation to stay there too, as it was safer. Churchill presented Stalin with a ceremonial sword, forged in England on the King's orders as a gift to the defenders of Stalingrad.

In Tehran the landing in France was agreed, and Stalin promised that after the defeat of Germany the USSR would join the war against Japan.
